The New York Timesdescribes the position :

Last month , [ the Air Force ] scrub a six - class - old modernization effort that had eat on up more than $ 1 billion . When the Air Force actualize that it would cost another $ 1 billion just to attain one - quarter of the capabilities originally planned – and that even then the system of rules would not be amply ready before 2020 – it decided to break camp .
You might expect the project to be alien and experimental . If that were there font , the disbursal and failure might be understandable , if not suitable . But in fact the project was the carrying out of commercial-grade off - the - ledge software . know as the Expeditionary Combat Support System , the plan was to ameliorate the management of logistics using software from Oracle . Four eld of growth — and over $ 1 billion dollars — by and by , and neither Oracle nor the Air Force have anything to show for their labors .
So what went wrong?According to the New York Times , the plan was queer by constant redesigns , short time direction and lack of answerability :

[ The System ] was restructured many times , including three disjoined time in the last three years , Ms. McGrath say . “ Each clock time , we chunked it down , bankrupt it into small small-arm , focusing on specific capabilities . ” But this was not enough to save the organisation , she says , because program managers did not come through in imposing the little deadlines of 18 to 24 months that the department now postulate for similar project …
[ A ] report card cited many concerns , but the main one was a unsuccessful person to forgather a basic necessity for successful implementation : consume “ a single accountable drawing card ” who “ has the authority and willingness to exercise the authority to implement all necessary change to the business required for successful fielding of the software . ”
If anything , we should be grateful that the Air Force decided to kill the project before it haemorrhaged more John Cash . If you desire more detail , you should definitelyread the Times piece . [ New York Times ]
